Kevin Johnson has already run into one brick wall in his quest to be King of Sacramento -- his colleagues on the city council aren't ready to back his idea of changing the city charter to make Johnson a strong mayor.
What are the biggest complaints among council members? It's too soon, Johnson is too new on the job and the special election would cost too much, over $1 million. This in a city that's already going broke.
