The Scoop: Bad Laws And Budget

SACRAMENTO (CBS13) ― The last few weeks have shown why California doesn't need a full-time legislature. Our political leaders have so much time on their hands, they come up with proposals for new laws that can only be called dumb and dumber.

This year, legislators want you to keep your dogs and cats locked up while riding in cars. Animals can be dangerous, they say. Of course, there are already laws to cover unsafe driving, but you can never have too many laws. Another idea is to make money by taxing porn.

The legislature has a $10 billion budget deficit, but they're busy thinking about animals and porn. Years ago, we had a part-time legislature in California. Those part-timers built the freeway system, the water system, the state colleges. What have the full-timers done? I'll get back to you when I think of something.
