U.S. Secretary of State Hillary Rodham Clinton says U.S. relations with North Korea will not improve as long as Pyongyang refuses dialogue with South Korea.
She criticized the "tyranny and poverty" in communist North Korea during a news conference in Seoul and said the North must follow through on its commitment to get rid of its nuclear program.
She also says relations must improve between the two Koreas.
