Neighborhood Rallies To Find Hit And Run Suspect

SACRAMENTO (CBS13) ―
A local homeowners association does its own detective work to help catch a suspected criminal.
"Before the crack of dawn everybody's out walking," says Harriet Rose, Serrano resident.
And it's a beautiful place to do it. This community near Serrano Parkway in the El Dorado Hills is an upscale neighborhood where residents often walk. But it was dangerous two months ago when the district attorney says a couple was moved down by a hit and run driver.
The woman suffered serious injuries and her husband was banged up as well. But the driver allegedly left them lying in the street and didn't help. No one knew who the suspect was until the Serrano El Dorado homeowners association jumped into action. They distributed flyers to residents describing the suspect's vehicle and then sent it to nearby body shops.
Ken Rogalski manages Folsom Body Collision Center says she got one of those faxes and it matched one of his customers cars and he then called CHP.
"I was glad I could help out," says Ken.
Within days Mark Steven Morgan was behind bars. It's the injured couple's neighbor from down the road.
District Attorney Vern Person says he's impressed with the homeowner's association's investigative skills and so are the residents.
