Proposed Law Could End Pay For State Volunteers

SACRAMENTO (AP) ― A state senator wants to remove a rule that forces state agencies to pay volunteers who work on public works projects.

The state Department of Industrial Relations in 2003 interpreted the state labor code to prohibit mixing volunteer and paid labor on such projects. That includes environmental work that relies on volunteers, such as building trails, restoring streams and cleaning beaches.

The Legislature passed a bill the next year allowing volunteerism to continue, but the law is set to expire on Jan. 1.

Senator Roy Ashburn, R-Bakersfield, announced legislation Monday to allow volunteers on public works projects permanently. A Senate committee will take up the bill March 26.
