The Scoop: Cell Phone Tax


SACRAMENTO (EDITORIAL) ― Can the government claim to lower taxes while actually raising them? You bet. The city of Sacramento is trying to do exactly that with a November ballot measure called the "Utility User Tax Reduction and Fairness Measure." Let me explain.

The city hopes that you won't bother to read beyond the headline. That's why they use the words "tax reduction and fairness." They hope you stop right there and vote.

Actually, the proposal is 14 pages of legal nonsense that greatly expands what the city can tax. It lets them tax almost any new form of communications on the Internet or cell phones. If you approve this, you open yourself to new taxes everywhere. Very clever.
