NAACP Says Black Population In S.F. Is Low
SAN FRANCISCO (AP) ―
The president of the San Francisco NAACP says the city needs a "Marshall Plan" to stem the exodus of black residents.
Rev. Amos Brown told a meeting of community leaders Sunday that the mayor should appoint a "czar" to focus on issues facing African Americans living in San Francisco.
Brown is a member of a mayoral task force that found the city's black population dropped from more than 100,000 in 1980 to about 50,000 in 2005. About 750,000 people live in San Francisco.
Brown says his plan would favor black contractors for city projects to aid a dwindling number of black-owned businesses.
He also says the city should reserve three-quarters of its low-income housing slots for poor black families.
The original Marshall Plan was put forth by Secretary of State George C. Marshall in 1947. It was an attempt to solve hunger, unemployment and housing problems that Europeans faced in the aftermath of World War II.
