Chu Vue Official Case Summary

SACRAMENTO (CBS13) ― After a five month investigation, Sacramento Police have arrested former Sacramento County Sheriff's deputy, Chu Vue, and three others for the murder of state correctional officer Steven Lo.

Former deputy Vue was arrested this morning by the Sacramento Police Department's Career Criminal Apprehension Team near his home in Elk Grove. Police also arrested Chu Vue's brothers Gary and Chong Vue along with Chu's friend Lang Vue. Police say they believe Chong and Gary committed the murder along with Lang's help under the direction of their older brother Chu.

Vue, 44, has long been investigated in the October 16 shooting death of Lo. Thirty-nine-year-old Lo was in the driveway of his South Sacramento home leaving for work when he was gunned down.

When officers arrived, they found Lo lying near his garage. He was taken to the hospital where he later died. Lo was in full uniform when he was shot.

Lo worked at the California Medical Facility in Vacaville, and had been a correctional officer with the state Department of Corrections and Rehabilitation for nearly three years.

Investigators quickly began investigating Vue whose wife worked with Steven Lo at the California Medical Facility. Detectives believe Vue's wife Chia had been having an affair with Lo, and that was the motive for the crime. Vue was previously arrested for possessing an unregistered illegal assault rifle and for computer access violations.

Earlier this month, Chu Vue's brothers, Chong and Gary were arrested in Minnesota for an unrelated homicide. Sacramento detectives then went to Minnesota to follow up on their investigation of Steven Lo.
Sacramento Police investigators believe the following events led up to the Steven Lo's murder. In March of 2006, Chu Vue's brothers Gary and Chong were charged in Minnesota for a 2001 murder. The next year, they say Chu bought a mobile home in Corning, California they believe was for the purpose of hiding his brothers. Chu put the mobile home in his friend Khou Vue's name.

Police believe that about a year later, in July 2008, Chu Vue discovered his wife was having an affair with Steve Lo; that's when, they say, Vue used Sheriff's department computers to find information on Lo.

After that, investigators say Chu Vue, his brothers and others used fake names to get cell phones so they could talk to each other. They say Chu's friend, Lang Vue, helped in the planning of the murder by renting cars and motels for the brothers prior to the crime and purchasing the car used by Gary and Chong on the day of the murder. Investigators also believe Chu's sister, Allysa, rented motel rooms for the brothers in the weeks before Lo's murder.

Police say Lang Vue's brothers, Mason and Lee, also helped hide Chong and Gary Vue knowing that they were wanted for murder in Minnesota.

Lang Vue, 26, Mason Vue, 22, and Lee Vue, 27 were all arrested at or near their address in the 7800 block of Camrose Way.

Khou Vue, 32, was arrested near her home in the 4200 block of Armadale Way.

Allysa Vue, 27, was arrested at her home in the 7400 block of Poirier Way.

Chu was booked and processed at the Sacramento County Main Jail and was then transferred to the Yolo County Jail for his own safety.
